    There are 19 Thomas $ Betts CS841BR Sitelight Red-Dot 100-Watt weatherproof bronze spotlight units located at the entrances; 4 are on the East side of 214th, 5 are on the West side of 214th, 5 are on the East side of 218th, and 5 are on the West side of 218th.  The light bulb base code is an E26 with a recommended shape code of PAR38.
     
    They require Sylvania 72534 LED11PAR20/DIM/930/FL30/P2/LW LED Flood Bulb, 11W 550-Lumen. The replacement bulbs can be bought from Walmart.
     
    There are also 4 26-Watt fluorescent fixtures.  These fixtures have 2 each 12-Watt bulbs.
     
    Westchester HOA owns and is responsible for the service lines from the electrical meters to the PSE transformers at each entrance.

    Yes, the WHOA is registered as a non-profit organization and renews yearly.

    In the past few weeks we have had a few homeowners with excessively loud amplified sound systems for parties which were
    • a) too loud and
    • b) after 10pm.
    While the Board hates to play 'bad cop' all the time, we do need to clarify the rules, in this case it is King County noise ordinance we defer to King County Noise Ordinance
  • chevron_rightWhen are the annual HOA dues paid?
    The annual dues are due by Jan 15th of the calendar year and are considered late if received by Feb 15th. A late fee is assessed after receipt of payment after Feb 15th.
  • chevron_rightWhen are the annual HOA meetings?
    The board tries to hold the annual HOA meeting during the 3rd week of January; typically a Wednesday evening event held at a local gathering place (school. Redmond Ridge Community Center, etc).

    This includes but is not limited to the following improvements:
     
    Garden & Tool Sheds, House Color Changes, Fences, Walls Shrubs, Sports Courts, Gazebos, Tree Houses, Bath Houses, Basketball Courts,   Dog Kennels, Dog Runs, Hot Tubs and Spas, Decks, Playground Equipment, Basketball Hoops, Tennis Courts, Room Additions, Doll Houses, Pool equipment houses, Swimming pools, Exterior Structural Changes, Zip Lines, Lights, Bouncy Houses, Tree Removal (8 feet and above),  Shrubs (5 feet and above), Trampolines, & Barns                                                                               
  • chevron_rightWhere to call about snow covered roads
    King County plows and sands roads that are on our designated snow routes. During large, countywide events, crews must prioritize plowing main arterials and major roads and may not be able to reach snow routes on residential streets. If your road is on a snow route but has not been plowed, you may call or email our 24/7 Road Helpline to request snow removal service, or to report downed trees, or any other winter weather emergency. In most cases, communities should not expect roads other than designated snow routes to be plowed and sanded in any type of storm. If you need life-safety emergency access plowing, or are medically vulnerable and in need of treatment, call 9-1-1.

    Can private citizens or private snow removal contractors plow county roads?
    No. The County cannot authorize private citizens or private snow removal contractors to plow public roads. Plowing public roads is dangerous and difficult work. Our county crews are licensed and trained to handle the hazards of extreme weather conditions, out-of-control vehicles on slippery roads, abandoned vehicles, children playing near or in the road and steep terrain.

    Please do not attempt to plow a county road.

    Residents or contractors who plow a public road risk significant personal liability if someone is hurt or killed, or if property is damaged. Other jurisdictions such as Pierce and Snohomish counties also do not allow private residents or private contractors to plow public roads.

    Anyone can nominate themselves or a neighbor who will be a good steward of the CC&Rs and Bylaws of our community.  The duties of the HOA board are noted on our Blog post  /editor_upload/File/Board%20Leadership%20responsibilities.pdf
  • chevron_rightWho maintains the common areas of Westchester?
     
    As of June, 2020, Miranda Landscaping is responsible for the following activities (They are also licensed and insured company.):
     
    Regular Westchester Community Landscaping Requirements
     
    Entrances on the 214th and the 218th :
    • Weekly mowing, blowing, edging during the growing season in Spring, bi-weekly mowing during the summer, fall and winter seasons. Weekly blowing is needed for any season.
    • Apply weed killer quarterly
    • 4 x yearly to plant fresh flowers at front of the monuments according to the seasons, brighten up with vibrant colors
    • Turn on and off the irrigation system and adjust during the summer season when it is very dry. 
    Community green lawn on the 104th place:
    • Weekly mowing, blowing, edging during the growing season in Spring, bi-weekly during the summer, fall and winter seasons.
    • Apply weed killer quarterly
    Common street areas:
    • Weekly street blowing and mowing on 216th Ave (the bottom of the lot #21)
    • Weekly street blowing and trimming on 102nd St (the area across of lot #24)
    • Weekly street blowing on 103rd St (the bottom of the lot #68)
    • Weekly green area blowing and mowing next to the entrance of the back trial (space between lot #38 and the trial)
    Circle planters:
    • Bi-weekly blowing and maintaining the 9 circle-planters
  • chevron_rightWho maintains the fenceline along Novelty Hill Rd?
    The HOA maintains the fenceline along the road.  Any issues, please contact the HOA Board at board@westchesterhomeowners.com

    The association maintains the 18 mailbox huts located throughout the association. 
  • chevron_rightWho maintains the trail from 219th PL NE to Redmond Ridge?
    Previously, the HOA had been in touch with King County Parks and Recreation and discovered they are only responsible for 18’ either side of the Eagle trail which follows the gas pipeline.  KCP&R stated their guidance was either the Westchester HOA or the Redmond Ridge HOA.  The Westchester board believes that they are responsible for the first 50’ of the trail as it leaves 219th Pl NE. 
  • chevron_rightWho owns Tract B?
    King County Department of Natural Resources & Parks, managed by the Watershed Dept.This property is owned by King County – WLRD, and it is managed by our Stormwater Section.  King County refers to this facility as D91831.
    A Special Use Permit is required for any use of that land.  There is an annual fee of $100/yr, but it was waived indefinitely back in 2012 since the HOA does nothing with the land, except pay the maintenance of the lawn/tree areas. "will pay the fee in exchange for you having your HOA landscaping crews continue to mow our pond" - The HOA response to KC-WLRD "Westchester HOA will continue to pay the landscaping crew to mow the Tract B. King County will remove the yearly Special Use Permit fee for Westchester"
    HOA.
     
    If the HOA wants to do anything, they should submit a simple proposal on what the Homeowners Association would like to do on the property.  Please submit a simple sketch showing where your activities would take place.  I understand that King County’s Storm Water Section would review your proposal.

    However,the HOA should still obtain the Special Use Permit, as required and administered by the County’s Real Estate Services.Please contact Aaron Halley by e-mail, or call him at 206-296-7456 to initiate the process.  Upon completion, my group will do an inter-fund transfer to cover the permit costs.

    Matt at King County Storm Waters. His direct line is (206) 263-3351. Going forward, any issues related to the greenbelt and open lot on 104th Place should be addressed by King Country Storm Waters Service Hotline at (206) 477-4811 because of the runoff tank underneath that area which is maintained by the county. Any other tree or road issues in Westchester should be directed to King Country Road Services Division at (206) 477-8100.
