Welcome to the Westchester neighborhood. We are a neighborhood of 102 family homes with a diverse collection of families. Our neighborhood is set in a tranquil area across from the Redmond Watershed, a natural open space and trail system perfectly designed for horseback riding, mountain biking, hiking, and leisurely strolls on well laid out trails. 
The Westchester Homeowners Association is incorporated as a Washington Nonprofit Miscellaneous and Mutual Corporation, UBI 601 369 775.

Q: Who owns Tract B?
 
A: King County Department of Natural Resources & Parks, managed by the Watershed Dept.This property is owned by King County – WLRD, and it is managed by our Stormwater Section.  King County refers to this facility as D91831.
A Special Use Permit is required for any use of that land.  There is an annual fee of $100/yr, but it was waived indefinitely back in 2012 since the HOA does nothing with the land, except pay the maintenance of the lawn/tree areas. "will pay the fee in exchange for you having your HOA landscaping crews continue to mow our pond" - The HOA response to KC-WLRD "Westchester HOA will continue to pay the landscaping crew to mow the Tract B. King County will remove the yearly Special Use Permit fee for Westchester"

If the HOA wants to do anything, they should submit a simple proposal on what the Homeowners Association would like to do on the property.  Please submit a simple sketch showing where your activities would take place.  I understand that King County’s Storm Water Section would review your proposal.
